fix(flutter_vibrate): Add missing import for TARGET_OS_SIMULATOR
The `TARGET_OS_SIMULATOR` macro was not in scope in `SwiftVibratePlugin.swift`, causing build failures on the iOS simulator. This change adds the necessary `#import <TargetConditionals.h>` to the bridging header (`VibratePlugin.h`) to make the macro available to the Swift compiler.
